Charter of Woman, Life, Freedom for the transitional period and the future government in Iran

With the killing of Khamenei, the Islamic Republic stands on the verge of collapse. In these circumstances, various opposition forces have launched broad efforts and initiatives to present alternatives for the transitional period and the future government in Iran. The time has now come for the great Woman, Life, Freedom movement to present its own vision and perspective for the transition and the future political system in Iran. The Woman, Life, Freedom movement — with all its organisations, networks, active figures, and its declared charters, demands and goals — can and must play a central and decisive role in the struggle to overthrow the Islamic Republic, in the transitional period and in shaping the future political system in Iran. The social grounds for this are fully present.

The social Left — the driving and active force of the Woman, Life, Freedom movement, which seeks freedom, welfare, the abolition of all discrimination and inequality, and a secular and humane society — is organised, defined and active on the ground. This force includes hundreds of organisations, networks, councils and struggle-oriented bodies and thousands of activists in issue-based movements and within the Woman, Life, Freedom movement. Worker activists, women’s rights activists, teachers and students, pensioners and healthcare workers, child rights activists, writers and artists, progressive and freedom-loving lawyers, LGBTQ+ activists and a wide spectrum of political prisoners and justice-seeking families have consistently — and especially in the Woman, Life, Freedom movement — played a fundamental role in organising protests and strikes, mobilising different sectors of society and confronting the regime’s reactionary plans and policies at home and abroad. This social force will, in objective and practical terms, play a decisive role in shaping the future system.

The Worker-communist Party, as part of this great social force and one of the forces active within the Woman, Life, Freedom movement, declares that the victory of this movement and the realisation of its humane, egalitarian and freedom-seeking goals require the fulfilment of the following:

  1. The overthrow of the Islamic Republic
    Political removal of the entire ruling establishment, with all its officials and factions, and the complete dismantling of the Islamic Republic in all its structures, institutions and laws.
  2. Power in the hands of the people
    Rejection of any power standing above the people and any one-party or ideological system of rule. Direct popular participation in the appointment and dismissal of officials and in policymaking and policy implementation. Organisation of people’s councils as the bodies through which the popular will is exercised in governance. We call for a republic based on the principle of direct democracy.
  3. Freedom
    Commitment to unconditional freedom of expression, belief, political organisation, association, protest and strike for all — even for forces that themselves do not believe in these freedoms. Recognition of these freedoms and democratic rights must be reflected from today in the practice and public positions of opposition forces and parties.
  4. Equality
    Full equality of all citizens and residents of Iran. Abolition of all forms of discrimination, including religious, national and ethnic, gender-based, economic and class discrimination.
  5. Welfare
    Guaranteeing a prosperous life in line with the highest standards and resources available in the most advanced societies for all citizens. Organising the economy on the basis of meeting the needs of all residents of Iran.

In order to realise the above, the following measures must be placed on the immediate agenda of a government emerging from the revolution during the transitional period:

  1. Immediate dissolution of the Ministry of Intelligence and all security, repressive and armed bodies of the regime. Dissolution of the government, parliament, judiciary, courts, Foundations and all political, executive and ideological bodies of the regime. Abolition of the Constitution, the Islamic Penal Code, the law of Qesas (Islamic retribution), the Islamic Republic Labour Law, misogynistic laws and all other inhumane laws of the Islamic Republic.
  2. Immediate release of all political prisoners and prisoners of conscience. Prohibition of criminalising political criticism and dissent under charges such as ‘insulting sanctities’, ‘violating social norms’, ‘threatening national security’, ‘conspiracy against the system’, or any other pretext.
  3. Immediate abolition of the death penalty. Prohibition of executions and any punishment incompatible with human dignity.
  4. Justice and accountability. All those who ordered and carried out the regime’s crimes must be publicly tried according to the principles of transitional justice.
  5. Investigation of the Islamic Republic’s institutionalised looting and plunder. All wealth looted from the people by officials and religious and state institutions — including assets held in foreign banks — must be immediately reclaimed and returned to their rightful owners or used for public welfare.
  6. Laic secularism. Abolition of the official religion and complete separation of religion from the state (government, laws, education system and judiciary). Prohibition of the promotion and institutional display of religion, religious rites and symbols in state culture and in literary, artistic, sporting and social activities organised or endorsed by the state.
  7. Immediate provision of free healthcare, free education and free public transport for all.
  8. Commitment to ending national oppression and discrimination. Recognition of the right to education and cultural and artistic activity in one’s mother tongue for all people of Iran, and efforts to eliminate economic underdevelopment in regions subject to national oppression. Prohibition of political or military pressure against these regions or against political forces calling for an end to national discrimination or even separation under the pretext of separatism or the sanctity of territorial integrity. We stand for the voluntary union of all people residing in Iran, but we do not consider separatism a crime.
  9. De-escalation of tensions regionally and internationally. An immediate end to of financial and military support for Islamist and terrorist forces and governments, and the establishment of peaceful relations with all countries.

These principles and measures can be realised in their best form through the establishment of a republic that is council-based in form and socialist in content. The Worker-communist Party fights for such a system and, wherever and to whatever extent any opposition party or force struggles for the principles of this charter, it regards itself as aligned with it.

We call on all organisations, networks, parties and activists active in the Woman, Life, Freedom movement to coordinate, cooperate and prepare to play a role as a decisive social force in the overthrow of the regime, in the transitional period and in shaping the future political system.
