With the toppling of the Islamic regime of Iran:
1. We will declare the end of any religious state forever. We will put an end to the interference of religion in the lives of the people, in the education system and in the judiciary. We will abolish official religion and declare religious belief or non-belief a private affair. We will end any kind of state or religious intrusion in people’s personal beliefs and private lives. The next state in Iran will be a secular, free and equal one.
2. All direct and indirect financial aid by the state to mosques, shrines, ayatollahs and all parasitic religious bodies will be abolished; all public wealth appropriated by these authorities will be confiscated and used to meet the needs of the people.
3. All Islamic misogynist laws, such as compulsory hijab and veiling and gender segregation, will be immediately abolished and equality between women and men in all spheres will be declared.
4. The Islamic Constitution, Labour Law, Penal Code and Qesas (the Islamic ‘eye for an eye’) and all the other reactionary laws of the Islamic Republic will be abolished immediately.
5. The death penalty will be abolished immediately. Stoning, flogging, torture and any form of punishment involving use of physical violence towards detainees or their humiliation, intimidation and mental coercion will be abolished forever.
6. All political prisoners and prisoners of conscience and many thousands of innocent imprisoned individuals will be released immediately; imprisoning people for political reasons and for their belief will be prohibited.
7. The unconditional freedom of conscience, freedom of expression, freedom to criticise religion, freedom of the press, freedom of organisation, strike, assembly and protest will be implemented immediately. People will express their opinions freely, publish books, newspapers and journals, and form or join any party or organisation that they wish.
8. All residents of the country, regardless of nationality, race or ethnicity, will have equal citizenship rights. Discrimination based on nationality, ethnicity or place of birth will be prohibited and steps will be taken towards total elimination of discrimination and complete equality of all. Compulsory official language will be banned, and people will be able to communicate, publish and access education in their mother tongue.
9. All the repressive forces of the regime, official as well as undercover, such as the Islamic Revolutionary Guards Corps and the paramilitary Baseej, the security forces, the army, the Intelligence Ministry and all the other organs, which have been parts of the Islamic Republic’s machinery of repression and killing, will be dissolved. The offenders will be put on trial and the ordinary members of these forces will have the opportunity of leading an honourable life.
10. All the heads of the Islamic Republic will be put on trial in public courts for innumerable crimes against the people, for torture, execution, stoning, assassinations, for depriving the great majority of people of their basic rights and subjecting them to poverty and deprivation; they will be tried for embezzlement and corruption.
11. The nuclear installations will be dismantled and all weapons of mass destruction will be destroyed. Relations with Western societies will be promoted; science and progressive culture and civilisation will be welcome, and along with the humanitarian people of the world, progressive political, social and cultural values and the rightful demands of the people will be defended against reactionary states and movements.
12. To prevent the destruction of the natural resources and the environment and to stop the air and water pollution, which have reached catastrophic levels, and in order to build a safe and clean environment, the highest level of financial resources and technical expertise will be allocated.
13. Healthcare, education and public transportation will be made free for all.
14. Exploitation will be banned. The grip of the capitalist corporations, religious authorities, military commanders, the privileged, the economic Mafia and other parasites will be removed from the lives of the people. The means of production, factories, land, companies and banks will be brought under the collective ownership of society. The process of putting an end to wage slavery and class division will be started. Production will be organised according to the needs of society. People will be in control of their work and the wealth produced by their work. A society based on equality, public prosperity and economic justice will be founded.
15. The huge budgets that are currently expended to fund corruption, repression, terrorism and the herd of religious parasites and institutions will be spent to create jobs, welfare facilities, hospitals, nurseries, schools, universities, theatres, cinemas, libraries and art and sports centres. They will be used to provide social services, especially for children, the elderly and the disabled. They will be used to assist people with addiction to overcome their addictions and sex workers to build a humane life for themselves. The funds will be used to support health care, education, housing, the environment and all the essential needs of the people.
16. People’s councils will be formed throughout the country and people organised in the councils will take over the political rule and administration. For the first time, all the residents will participate directly in governance and make decisions freely and implement their decisions at their will. This is the strongest guarantee for the realisation of a society that is free from disenfranchisement, discrimination and inequality. The councils will be the guarantors, in the real sense, for the realisation of freedoms. Vast masses of the people will achieve real dignity for the first time, and with endless energy and enthusiasm will make the economy and the political, social and cultural relations flourish rapidly.
These are the outlines of a human society that millions of workers and people, who yearn for freedom, desire. Upon organising councils’ rule, the Worker-communist Party will declare the above as the immediate measures of the future state, and by implementing the totality of its Programme, A Better World, will lay the foundation of a free and prosperous society, free of any discrimination and inequality.
